Which county is the best depends on your preferences and needs. You can visit both countries before you make final decision. Well, it really depends on what languages do you want to learn? Britain for sure is a good place, went there fews time, the cost was expensive tho! both countries have very unlikely foreign language, one is Japanese and another is Britain english, seems a lot different, it depends on what kind of language that you are interested!!!

Both countries have extremely high expenses, mainly focusing on food and rent.
If it's English speaking community you're looking forward to, there are quite a lot of options you can choose from.
